Standing Rocks Road Construction Update

SUBJECT: Update and Revised Timeline for Standing Rocks Road
Purpose
- The purpose of this memo is to provide an update regarding the construction timeline for the Standing Rocks Road project, since the project has been suspended.
Reason for Delay
- The contractor began construction near Custer Road and encountered unforeseen site conditions which would have required a substantial increase in cost to complete the project as originally designed. To mitigate increased costs, the contract has been suspended until redesign can be completed.
- Specifically, we discovered a shortage of usable fill material (due to large amounts of rock). We also investigated the existing roadway and found thinner existing pavement and poor-quality base material under the existing pavement (needed for a proper pulverized asphalt base).
Impact on the Public
- We understand that construction activities cause disruptions, and the suspension might prolong those inconveniences.
- Current: Standing Rocks Rd. will remain open to 2-way traffic until the project resumes. • When Construction Resumes: Weekly updates will be posted on the News & Notices section of the Town of Stockton website(townofstockton.wi.gov) every Thursday beginning the week before the project resumes.
Mitigation Efforts
Over the past 2 weeks plan revisions have been made and reviewed by project staff and the contractor. A project status meeting took place on 5/13/2026 to discuss project revisions and details. Plan revisions have mitigated extra costs, and the project is targeted to be on budget.
Resuming Project and Revised Completion Date
The contractor has set a target date to resume the project on July 6, 2026 with a completion date of Oct. 1, 2026.
We apologize for this inconvenience and appreciate your patience as we work to complete the infrastructure improvement. The project team is implementing the plan changes in preparation for work to resume.
